Provided is a head part photic stimulation device, comprising: an electroencephalogram amplifier which converts from analog to digital an electroencephalogram which has been acquired by an electroencephalogram sensor, and amplifies said electroencephalogram； a control signal generating circuit which, on the basis of an output signal from the electroencephalogram amplifier, generates a control signal which controls the driving of an LED； and a light irradiation unit, further comprising an LED which is driven on the basis of an output from the control signal generating circuit and irradiates a head part. The control signal generating circuit further comprises: a band-pass filter which filter processes an input signal, a DSP unit which controls a signal which has passed through the band-pass filter； and a light irradiation output unit which uses a near-infrared LED with which the head part is irradiated.
