PROBLEM TO BE SOLVED: To provide a droplet detecting device or the like which can count the correct number of droplets without the effect of ambient light and the like.SOLUTION: The droplet detecting device 1 detects droplets. A light emitting section 10 emits intersecting light to a path through which droplets pass. A light receiving section 20 receives light emitted from the light emitting section 10 as input light and outputs a first signal 210 in response to the change in the input light. A droplet detecting section 30 detects droplets which pass between the light emitting section 10 and the light receiving section 20.
