An aqueous emulsion composition includes (A) 1 to 90% by weight of a polyorganosiloxane having a viscosity of 1 x 10 to 5.0 x 10 mPa s at 25°C (B) 0.1 to 20% by weight of a surfactant which is polyoxyethylene hydrogenated castor oil and/or polyoxyethylene castor oil and has an addition molar number of ethylene oxide of 150 to 300 and (C) 5 to 98.9% by weight of water.
