PROBLEM TO BE SOLVED: To provide an agricultural and horticultural material having insect pest control functions without increasing the amount of an eluted fertilizer in a fertilized state even in rainfall without running off a fertilizer even in a large amount of rainfall, without receiving restrictions even on installation sites, without sticking the material to leaves of a plant and without damaging the leaves, etc., of the plant. SOLUTION: Insect pest control means 3 are provided in parts exposed from a culturing means 2 of the body 1. Furthermore, the body 1 is provided with installing means 4 for the culturing means 2.
