A method for formulating a cleaning composition comprises: coating a granular absorbent material with a coating agent to produce a coated absorbent material； and mixing the coated absorbent material with a sanitary treatment agent to coat the coated absorbent material. The sexual material absorbs the sanitary treatment agent to form a cleaning composition. The resulting cleaning composition can be used for cleaning pathogens or harmful substances. The cleaning composition can also function as a liquefiable dry cleaning powder for use in public areas in response to a bodily fluid leakage event.
