The present invention relates to: a scalp condition improving composition having bio-safety, scalp condition improving efficacy, and stability of a formulation which are resulted from an extract of periwinkle, which contains vincamine and is a medicinal plant a scalp condition improving shampoo using the same and a scalp cosmetic using the same. Provided is the scalp condition improving composition including the extract of periwinkle, which contains vincamine and has an antibacterial effect against dandruff bacillus. According to the present invention, the scalp condition improving composition: has excellent antibacterial activity, resulted from the extract of periwinkle, against dandruff bacillus is rarely cytotoxic dose not excessively generate active oxygen in a cell and thus is not toxic to scalp cells and can enhance immunity.COPYRIGHT KIPO 2015본 발명은 빈카민(vincamine)을 함유한 약용 식물인 페리윙클의 추출물에 의한 생체 안전성, 두피환경개선 효능 및 제형의 안정성을 갖춘 두피환경개선 조성물, 이를 이용한 두피환경개선 샴푸 및 두피용 화장품에 관한 것이다. 이를 위하여 빈카민(vincamine)을 포함하고 비듬균에 항균효과를 갖는 페리윙클 추출물을 포함하는 것을 특징으로 하는 두피환경개선 조성물이 제공된다. 이에 따르면 페리윙클 추출물에 의해 비듬균에 대해 항균활성이 우수하면서도 세포 독성이 거의 없고, 세포 내 활성산소 생성이 과도하지 않아 두피세포에 별다른 독성을 나타내지 않으면서도 면역력을 증강시킬 수 있는 효과가 있다.
