PROBLEM TO BE SOLVED: To provide a nonwoven fabric which can be easily extended from a state where it is wet and folded, has small extension after it is extended, and is used as a substrate of a wet sheet.SOLUTION: The nonwoven fabric for a wet sheet substrate can be obtained by: subjecting a fiber web comprising, when the total mass of splittable conjugate fibers, hydrophilic fibers and thick fineness synthetic fibers having fineness of 0.8 dtex or greater is considered to be 100 mass%, 22 mass% or more and 38 mass% or less of fibers derived from the splittable conjugate fibers, 20 mass% or more and 53 mass% or less of the hydrophilic fibers, and 22 mass% or more and 58 mass% or less of the thick fineness synthetic fibers, to hydro-entanglement treatment and further to thermal adhesion treatment to thermally bonding at least a part of intersections of constituent fibers with only fine fibers that are formed by a split of the splittable conjugate fibers and have fineness of 0.6 dtex or less.【課題】濡らして折り畳まれた状態から容易に広げることができ、かつ広げた後の伸びが小さい、ウェットシートの基材として用いられる不織布を提供する。【解決手段】分割型複合繊維、親水性繊維、および繊度０．８dtex以上の太繊度合成繊維を合わせた質量を１００質量％としたときに、分割型複合繊維に由来する繊維を２２質量％以上、３８質量％以下、親水性繊維を２０質量％以上、５３質量％以下、および太繊度合成繊維を２２質量％以上、５８質量％以下含む繊維ウェブに、水流交絡処理を施し、さらに熱接着処理を施して、分割型複合繊維の分割により形成された繊度が０．６dtex以下の極細繊維のみで構成繊維の交点の少なくとも一部を熱接着させることにより、ウェットシートの基材用の不織布を得る。【選択図】なし
