[Objective] To provide a skin external preparation or internal preparation containing an extract of Panax ginseng cultivated by irradiating light having a specific wavelength range. [Structure] Germinated shoots of Panax ginseng of the present invention have excellent antioxidant effect, matrix metalloprotease (MMP) inhibitory effect, and filaggrin production promoting effect, and are further cultivated by irradiating with light having a specific wavelength range. It was found that the Panax ginseng extract had more excellent antioxidant effect and MMP inhibitory effect. A skin external preparation or an internal preparation containing these is particularly effective.
