PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic in which unevenness and powderiness are not caused on a skin, makeup does not become thick, and natural finish is obtained, and feeling of being caught at the time of initial application and feeling of stiffness are suppressed.SOLUTION: A water-in-oil type emulsion cosmetic contains following components (A), (B), and (C): (A) 0.3-25 mass% of a polymer powder which includes an inorganic pigment and contains (a) a white inorganic pigment, (b) a red inorganic pigment, and (c) a yellow inorganic pigment, and in which a mass ratio of (a):(b):(c) is 70-99:0.1-10:0.1-20; (B) 0.01-50 mass% of a fluorine modified silicone which has a polysiloxane unit represented by general formula (1) and (2); (C) 0.1-15 mass% of particulate zinc oxide with a specific surface area of 10-100 m/g. A mass ratio (A)/(B) of the component (A) to the component (B) is 0.03-10.
