This invention is composed of an advancer balloon (3) that fill function for fixing the vein (13) after being inflated and contacted to vein (13) walls, a catheter (a hollow tube in different diameters and lengths) that will move forward and backwards inside the advancer balloon (3), a spinner balloon (1) that will ensure contact of the sclerosant (hardener) agent with the vein wall and an internal balloon (2) that inflate inside the spinner balloon (1) containing it and forces the sclerosant (hardener) agent contained in the spinner balloon (1) to exit from the pores (5) on the spinner balloon (1), to be used for venous failure (varicosity) treatment.
