PROBLEM TO BE SOLVED: To give a high fish-catch result to fishing bait preservable for a long period without freezing, and functioning as stuck bait and ground bait.SOLUTION: Fishing bait 3 is manufactured by a fishing bait manufacturing method which includes: a powdery material mixing step of mixing opossum shrimps with adjusted moisture with a binder comprising rice flour； a seasoning material mixing step of adding a prescribed amount of common salt and sugar； and a kneading step of mixing and kneading them so as to give a viscosity allowing holding on a fishhook as stuck bait, and scattering as ground bait in water. The fishing bait 3 which is mounted on a fishhook 4 as stuck bait and in which live bait 1 and a binder 2 are moderately dispersed in water functions also as ground bait.
