The anionic molecule is selected from the group consisting of a &gamma-polyglutamic acid, chondroitin sulfate, alginic acid and their salts. The complex of the drug and the anionic molecule is selected from the group consisting of a complex of a drug and a cationic molecule by self-organization, a cationic micelle containing a drug and a cationic liposome containing a drug.
