PROBLEM TO BE SOLVED: To provide a water-in-oil emulsion-based makeup cosmetic whose use feeling does not become heavy even when a large amount of pigment grade titanium oxide, by improving the defect such that the use feeling becomes heavy and the commercial value is lost when a large amount of pigment grade titanium oxide is incorporated.SOLUTION: The water-in-oil emulsion-based makeup cosmetic having an excellent use feeling, which has improved the problem such that the spreadability on coating tends to become worse, is obtained by incorporating a dimethylsilicone oil having kinematic viscosity of 5.0 mm2/s or less into a water-in-oil emulsion-based cosmetic containing pigment grade titanium oxide. The amount of the pigment grade titanium oxide incorporated is not particularly limited and is 3-15 wt.%, preferably 4-10 wt.%, more preferably 5-8 wt.%.
