The present invention relates to a salt collecting and extracting device. In particular, salt extracted through one device on a salt pond is collected in one place, and the collected salt is scooped up and loaded on a vehicle from the floor of the salt pond through a rotating conveyor. Then, the vehicle can be moved to a salt pond bank rail. The salt collecting and extracting device comprises a salt loading means having a pushrod installed in one side of a body moved by rotation force of a driving motor, collecting salt extracted on the floor of a salt pond, scooping up salt collected in one place of the floor of the salt pond by using electrical power of a rotation motor, and loading salt on a moving vehicle installed on one side of the top surface of the body.
