A multi-functional sea jungle reef according to one embodiment of the present invention comprises: an implantation rope to which seaweed is implanted； an implantation plate part having a plurality of implantation grooves so that the implantation rope is inserted on the plane and fixed； a base part disposed to be spaced to the lower portion of the implantation plate part by being provided in a frustum shape in which the cross sectional area decreases toward the upper side and having a hydraulic groove formed on a bottom surface thereof so as to form a closed space with the ground； a plurality of fixing units installed in each implantation groove to fix the implantation ropes； and a plurality of vertical frames connecting the implantation plate part and the base part.
