A portion near another end portion (30b) of the sheathing cover (30) is inserted between a roller (44) and a stopper (46), and fixed by pressing the roller (44) to the stopper (46). The roller (44) is only rotatable in a direction in which the size of the annular portion of the sheathing cover (30) reduces.
