The present invention relates to a method for manufacturing a cosmetic composition comprising a ginseng saponin extract. The present invention provides a cosmetic composition comprising the ginseng saponin extract as an active ingredient, which is obtained by the following steps: extracting powdered red ginseng with low-quality alcohol or a mixed solvent thereof selected from water which is 5-25 times dried weight, methanol, ethanol, and butanol at the extraction temperature of 20-100°C for about 30 minutes to 2 days through a method selected from methods of hydrothermal extraction, macerating extraction, reflux cooling extraction or ultrasonic extraction for 1-5 times continuously with a filtration paper decompression-concentrating a filtered solution with a vacuum concentrator performing vacuum lyophilization or hot air drying or drying by a spraying method, and the like of a concentrate.
