The present invention relates to a composition for stabilizing poorly soluble components, comprising hydrogenated lecithin and an anionic surfactant as effective components. In addition, the present invention relates to a method for stabilizing poorly soluble components in cosmetic formulations by using said composition for stabilizing poorly soluble components, a cosmetic composition comprising said composition for stabilizing poorly soluble components and a poorly soluble component, and a preparation method of said cosmetic composition. The composition for stabilizing poorly soluble components of the present invention stabilizes the poorly soluble components in cosmetic formulations, thereby preventing same from being separated or precipitated.
