PROBLEM TO BE SOLVED: To provide a cosmetic composition and a skin care agent for external use which is dispersed in water without generating aggregation or precipitation in the passage of time and spreads well on coating and is excellent in fresh feeling in use and is excellent in effect for preparing skin texture.
SOLUTION: The cosmetic composition contains the following components (A) to (C): (A) an extract from Betaphycus gelatinum of genus Betaphycus (B) a water-soluble polymer having 6 mS/m or less of electrical conductivity in 0.1 mass% aqueous solution at 25°C and (C) water, and a dispersion treatment is applied to the cosmetic composition under pressure of 50-250 MPa with a high pressure dispersion machine.
