The portable terminal cover for a blind person comprises: a cover body having a terminal insertion groove into which an external portable terminal is inserted an obstacle detection unit which is accommodated in the cover body, and detects whether an obstacle is present in front of the cover body a power supply unit to supply power to the obstacle detection unit an output unit to output a voice signal or a vibration signal to a blind person and a control unit to control the output unit to output a distance from an obstacle to the outside if the obstacle is present as a result of detection of the obstacle detection unit. The obstacle detection unit transmits any one transmission signal among an infrared light, laser, and ultrasonic wave to the outside, and determines whether an obstacle exists and the distance to the obstacle using time elapsed until a return signal acquired as the transmission signal is reflected from the obstacle to return returns.본 발명은 시각장애인용 휴대단말기커버에 관한 것으로서, 외부에 휴대단말기가 삽입되는 단말기삽입홈이 형성된 커버본체와 상기 커버본체의 내부에 수용되며 상기 커버본체의 전방에 장애물이 있는지 감지하는 장애물감지부와 상기 장애물감지부로 전원을 공급하는 전원공급부와 시각장애인에게 음성신호 또는 진동신호를 출력하는 출력부와 상기 장애물감지부의 감지결과 장애물이 있는 경우 장애물과의 거리를 외부로 출력하도록 상기 출력부를 제어하는 제어부를 포함하되, 상기 장애물감지부는 적외선, 레이져, 초음파 중 어느 하나의 발신신호를 외부로 발신하고, 상기 발신신호가 장애물에 반사되어 복귀되는 반사신호가 복귀될 때까지의 시간을 통해 장애물 존재여부와 장애물까지의 거리를 판단하는 것을 특징으로 한다.
