To provide a method and apparatus for manufacturing sheet pieces capable of suppressing cutting failure of sheets and continuously and highly efficiently manufacturing a plurality of sheet pieces of an intended size, and a manufacturing method of an absorber including the sheet pieces.SOLUTION: The method for manufacturing sheet pieces according to the present invention, includes: a first cutting step of cutting a material sheet 10bs along a conveyance direction MD by a first cutting mechanism 5A to acquire a plurality of belt-like narrow-width sheets 10bt； and a second cutting step of cutting the narrow-width sheets 10bt in a conveyance-crossing direction CD by a second cutting mechanism 5B to acquire a plurality of sheet pieces 11.
