The present invention relates to a facility for manufacturing fuel that generates a large amount of heat using a waste material and a method for manufacturing the same, wherein a water-containing waste material, such as organic sludge or food waste, is processed sequentially such that the waste material can be instantly used as a boiler solid raw material while guaranteeing effective treatment of the waste material, and moisture can be effectively separated from the introduced waste material such that the same can be efficiently used as a boiler material.
