The present invention relates to a hair growth solution composition which promotes hair growth and prevents hair loss and to a method for manufacturing the same and, more specifically, to a hair growth solution composition comprising Pleuropterus multiflorus TURCZ., Rehmannia root, black bean, barley, pine needle powder, black rice, an undiluted effective microorganism solution, molasses, vitamin E, and Ylang-ylang fragrance and to a method for manufacturing the same comprising the steps of: (a) mixing Pleuropterus multiflorus TURCZ., Rehmannia root, black bean, barley, pine needle powder, black rice, an undiluted effective microorganism solution, molasses, vitamin E, and Ylang-ylang fragrance with a rice-washed solution； (b) fermenting the mixture at 23-25°；C for 1-5 months； and (c) filtering and cold storing at 3-5°；C after fermentation.
