The device comprises: a smart band sensing a heartbeat or body temperature of a patient, outputting a medicine taking time notice and provided with a button for notifying an emergency； a dedicated application setting medicine taking time when the notice is output, providing information vital to a physical body and medical information generated on the basis of sensed information on the heart beat or the body temperature of a user and installed in a guardian terminal； a web server interlinking with the dedicated application and a web site to provide a service for setting the medicine taking time and referring to the information vital to the physical body and the medical information； a database server storing information on set medicine taking time notice, the information vital to the physical body and the medical information； and a socket server receiving sensed values and emergency signals according to clicking of the button from the smart band, transmitting the emergency signals to the dedicated application, storing the sensed values at the database server, and obtaining the information on the medicine taking time notice from the database server to transmit medicine taking time notice signals to the smart band. The web server receives the sensed values from the database server, transmits the sensed values to the dedicated application, and obtains the information on the set medicine taking time notice from the dedicated application to store the information at the database server.
