The present invention, provides a. hair cosmetic composition containing the following ingredients (1) to (4): (1) petrolatum in an amount of 0.01 to 20 mass% with respect to the cosmetic composition (2) a hydroxyalkylurea in an amount of 0.001 to 30 mass% with respect to the cosmetic composition (3) a tertiary amine cationic surfactant and/or a quaternary ammonium salt cationic surfactant in an amount of 0.1 to 10 mass% with respect to the cosmetic composition and (4) water.
