PROBLEM TO BE SOLVED: To provide a device and a method which calculate a discomfort index on the basis of a body reaction of a user measured by using a sensor disposed on the vehicle and dynamically control air-conditioning for the vehicle on the basis of the calculated discomfort index.SOLUTION: A control device of air-conditioning for a vehicle includes: a sensor part which is disposed on the vehicle and senses a body reaction of a user of the vehicle； an air-conditioning device control part which controls indoor temperature and humidity of the vehicle； and a control part which controls the air-conditioning device control part on the basis of the body reaction sensed by the sensor part and controls a temperature, a direction, a wind quantity and a wind speed of wind delivered into an indoor part of the vehicle.
