The invention relates to an improved cat toy. The cat toy includes a main body having one or more annular openings allowing access to a toy mounted within the main body. The cat toy also includes a non-slip base member attached to a terminal end of a lower portion of the main body. The lower portion of the main body may be circular or annular, and covered or wrapped with a scratch pad-type material, such as carpet.
