PROBLEM TO BE SOLVED: To provide a technology to secure objectivity on a record of an accident, and contribute to solving a trouble while suppressing costs of infrastructure construction for existing facilities in a care site.SOLUTION: A data recording device includes a state determination part for determining whether or not vital data exceed a predetermined threshold when the presence of a care-receiver is grasped by vital data acquired by a vital sensor, and a data recording medium for recording image data and voice data by a camera and a microphone continuously for a predetermined time when the predetermined threshold is exceeded in the determination by the state determination part. The data recording medium is removable from a data recording device body.
