PROBLEM TO BE SOLVED: To provide a fine bubble generating apparatus capable of generating a large amount of fine bubbles with a small and simple structure, and a fine bubble generating method.SOLUTION: The fine bubble generating apparatus for generating fine bubbles includes: an inner pipe member 2 provided with a passage inside and whose end is closed and an outer pipe member 3 which surrounds the outer periphery of the inner pipe member 2 in a double annular shape. At the closed end 6 of the inner pipe member 2, a jetting hole 7 is formed to jet gas-liquid mixed fluid that flows in.
