PROBLEM TO BE SOLVED: To provide a greening base and a greening system with improved liquid-holding power.SOLUTION: A greening base 1 comprises a base body 2. The base body 2 is in a planar shape, and has liquid-holding property. Through-holes 3 penetrating between one surface and the other surface facing the one surface substantially in horizontal directions are formed in the base body 2. The greening base 1 comprises sprinkling pipes 4 at least part of which is arranged inside the through-holes 3 in a freely insertable/removable manner. One end of the sprinkling pipe 4 is open, and the other end is closed.
