The present invention includes a disc-shaped guard (10) on which a blade (A) is radially formed, a cover plate (15) which covers the center of the disc-shaped guard (10), and a stop portion (19) in which one side of a supporting member (16) is supported at the center of the bottom surface of the cover plate (15) in such a manner that the cover plate (15) spins with no traction and the other side of the supporting member (16) is supported by a fastening band (18) which is fixed to a working table (17) through the bottom surface of the disc-shaped guard (10) and is stopped by the supporting member (16) on the disc-shaped guard (10) so that the disc-shaped guard(10) is not rotated.
