To provide a surface treatment method and surface treatment device for containers made of resin which form coating on the surface or modify the surface.SOLUTION: In an aseptic environment and with at least atmospheric pressure, said coating or the raw material for surface modification is adhered to at least either the inner surface or the outer surface of said container made of resin 1, and at the same time, coating or surface modification is performed by irradiating electron beam on said container made of resin 1 on which the raw material is adhered.
