The present invention relates to C12-C20 5 to 50% by weight of fatty acids, C12-C20 0.1 to 20% by weight of a fatty acid salt, and a hydrophilic composite particle containing an organic sunscreen agent. The hydrophilic composite particles are formed into a composite comprising a sunscreen agent and a binder in a relative weight ratio of 5: 1 to 1:10.
