PROBLEM TO BE SOLVED: To increase a production quantity of seamless capsules while suppressing defect occurrences, such as deformation and thickness deviation without enlarging a device.SOLUTION: A seamless capsule SC is manufactured by discharging a multilayer droplet 14 into cooling liquid 8 from a nozzle 2 and hardening a droplet surface part. A straight tubular straight formation pipe 21 and a rotary formation pipe 22 having a larger diameter than that of the straight formation pipe 21 are provided under the nozzle 2. A rotary elbow part 24 is provided rotatably at a lower end part of the straight formation pipe 21. The multilayer droplet 14 is discharged into the straight formation pipe 21, and the droplet 14 is ejected into the rotary formation pipe 22 from the rotary elbow part 24 after cooling the droplet 14 in the straight formation pipe 21.
