A smaller “weep” hole disposed beneath the overfill-preventing hole 20 is normally blocked by a removable plug that can be removed to establish a proper fill line. The generally planar baffle is disposed at an angle within the pail, intersecting the pail body to form a conic section. The baffle is angled at approximately forty to fifty degrees.
