The grate cooling water circulation and cooling mechanism C thermally connects a grate cooling part C1 for circulating and flowing grate cooling water W and a grate cooling water cooling part C2 for cooling the grate cooling water W of the grate cooling part C1 with cold water Wo through an indirect heat exchanger 4 and at the same time the cold water Wo at the grate cooling water cooling part C2 is supplied to a water injection supplying device F for injecting water to a discharged gas cooling chamber E installed at a discharging gas discharging passage of the refuge incinerator D, and the cold water Wo is utilized as injection water in the discharged gas cooling chamber E.
