The present invention relates to a method of producing a water-soluble collagen cosmetic composition by using torsional waves, the method comprising: a preparation step (S10) for preparing a liquid water-soluble collagen cosmetic composition containing collagen extracted from fish scales； an aging step (S20) for filling the cosmetic composition in a torsional wave-transmitting container and aging the same, the torsional wave-transmitting container capable of removing bad odors characteristic to collagen from the cosmetic composition, preventing putrefaction, and inducing water molecule clusters in the cosmetic composition to break down； and a collection step (S30) for collecting the cosmetic composition contained in the torsional wave-transmitting container upon completion of the aging step (S20). By aging the liquid water-soluble collagen cosmetic composition containing collagen extracted from fish scales in the torsional wave-transmitting container emitting far-infrared waves, anions, and torsional waves, the present invention can remove bad odors characteristic to collagen generated from the fish scales and prevent putrefaction due to the far-infrared waves and anions, and thus can facilitate good-quality collagen extracted from the scales to be easily applied to cosmetic compositions.
