PROBLEM TO BE SOLVED: To provide a cosmetic uniformly covering the surface of the hair or the skin with an oily ingredient.SOLUTION: (1) The cosmetic is composed of a first agent containing a higher fatty acid salt and a second agent containing an acid ingredient and the cosmetic successively applies the first agent and the second agent to the hair or the skin. (2) In the cosmetic described in the item (1), the higher fatty acid of the first agent is an alkali hydrolysate of jojoba oil. (3) In the cosmetic described in the items (1) and (2), the acidic ingredient of the second agent is an organic acid. (4) In the cosmetic described in the items (1), (2) and (3), the first agent contains an oily ingredient in addition to the higher fatty acid salt.
