PROBLEM TO BE SOLVED: To provide a unit for raising seedlings, preventing a root winding and capable of producing flower plants showing a good rooting at a low cost by pouring a soil for planting and cultivating into a specific space for raising the seedlings and growing the seedling in the planting and cultivating soil. SOLUTION: This unit is equipped with a case 2 formed as a rectangular shape by a horizontal view, a blocking frame part 6 for forming plural spaces for raising seedlings by partitioning the inside space of the case 2, a water flowing hole 8 bored at the case part for forming the bottom part of each of the spaces for raising the seedlings and a laying sheet 3 to be laid on the water flowing hole 8. A planting and cultivating soil is poured in the space for raising the seedlings partitioned by the blocking frame part 6 and the seedlings are raised in the planting and cultivating soil. In this case, the blocking frame part 6 can be formed by a blocking frame member capable of mounting and demounting on the case 2, also the blocking frame part 6 can be formed in one unit with the case 2 and further it is possible to form the space for raising the seedlings as a polygonal shape of more than a quadrilateral shape.
