The present invention relates to development of solubilization system for high content coffee-derived natural caffeine which is insoluble in water, and a highly functional cosmetic composition containing the same. More specifically, the present invention relates to a system which ensures enhanced percutaneous absorption through solubilization of high content coffee-derived natural caffeine using a hydrotrope which is a low molecular composite such as urea or sodium salicylate.
