The combination part comprises: a first support wall having a first locking groove to lock one side of the combination member； a second support wall formed to face the first support wall and having a second locking groove to lock the other side of the fastening member； a reception part having an insertion formed in a position lower than that of the first and second support walls between the first and second support walls to include an insertion hole into which the holding bar is inserted between the first and second support walls； and a penetrating insertion hole penetrated along a direction from the first support wall to the second support wall to be inserted by the fastening member. Moreover, the holding bar is received in the fastening member of the buoy to fasten the fastening member to the combination part in order to be locked in the locking groove formed in the holding bar, so fastening force can be increased.
