The present invention relates to a timber fishing reef for restoring a marine ecosystem and a method of manufacturing the timber fishing reef. More particularly, the present invention provides a timber fishing reef for restoring a marine ecosystem, which is installed in constant temperature waters which is a relatively shallow sea of littoral sea having whitening phenomena to restore maritime plants such as aquatic plants and provide feed to marine organisms such as fishes and shellfishes, and which enables forest, river basin and sea to be comprehensively managed such that national land can be managed and developed systematically by regenerating food chains of aquatic organisms and restoring desolated marine ecosystem, thereby simultaneously increasing catch amounts of fishery resources and maintaining healthy forest ecosystem. Further, the present invention is capable of greatly improving structural stability and durability by enabling incidence angles of hardwoods colliding with wave or tide to be adjusted correspondingly to seawater characteristics of areas in which artificial reefs are installed, and arranging reinforcement steel bars penetratingly installed at the bottom of the hardwoods, thereby installing a weight body of reinforced concrete.
