PROBLEM TO BE SOLVED: To provide a harmful substance decomposition and removal device capable of reducing the concentration of volatile organic compounds in a room and floating bacteria and viruses with high accuracy.SOLUTION: A harmful substance decomposition and removal device comprises: photocatalyst carriers 3a, 3b having a photocatalyst 16 held at least near the surface of a sheet-like porous body formed by entangling fibers a light source 2 for irradiating required light to the photocatalyst carriers and gas passages 6, 7, 8 provided along the surface of the photocatalyst carriers. The gas passages are configured to include at least photocatalyst carriers arranged opposite to each other, and the photocatalyst carriers have a predetermined light reflectivity and light permeability.
