PROBLEM TO BE SOLVED: To provide a light irradiation device, capable of whitening hair without putting a burden on skin by irradiation of low-output light.SOLUTION: The light irradiation device 1 is provided with a light source 9 to provide light of wavelength of 400-1,200 nm as pulses of half breadth of 600 &mus, and a lens 5 to distribute the pulses of light provided from the light source over distance of 5 mm from an outgoing surface with energy intensity of 0.1-1 J/cm2.
