PROBLEM TO BE SOLVED: To obtain an ingredient excellent in water-retaining properties and water-absorbing properties and having high hyaluronidase inhibitory activity from vegetables or seaweeds ensured in safety and readily available, and to use the ingredient as a cosmetic material and a functional food material.SOLUTION: A composition containing a water-soluble polymer component excellent in water-retaining properties and water-absorbing properties and having high hyaluronidase inhibitory activity is prepared by subjecting a hot-water extract of a carrot or an acid extract of tangle rhizoid to molecular fractionation treatment with the usage of a molecular sieve membrane or a dialysis membrane. This is used as a safe cosmetic material or a functional food material, and the cosmetics or foods are produced.
