PROBLEM TO BE SOLVED: To provide a simple and inexpensive manufacturing method in order to provide a powder cosmetic equipped with an excellent ultraviolet light-shielding function and an excellent use feeling.SOLUTION: A manufacturing method includes: a process of binding functional particles made of titanium oxide or zinc oxide on the surface of basic particles made of sericite, mica, synthetic mica or talc to create compounded particles, and the method comprises: a uniform slurrying step of mixing a powder material containing the basic particles and the functional particles with liquid medium to create slurry and a drying and compounding step of vaporizing the liquid medium in the slurry and binding the basic particles and the functional particles to create compounded particles.
