When a skin contacting member in which heat from a thermoelectric element is conducted is made to contact the skin of a human body, the pores of the skin become enlarged. Vibration is generated so that cosmetic materials penetrate deep into the enlarged pores. When the skin contacting member in which cold from the thermoelectric element is conducted is made to contact the skin of the human body, the pores into which the cosmetic materials penetrate can shrink.
