PROBLEM TO BE SOLVED: To provide an active species-containing liquid injection device and a sterilization extermination method capable of maintaining a high sterilization effect even if a plasma discharge time is extended and safely sterilizing plants and the like. SOLUTION: A plasma generation unit 11 is provided so as to be able to generate plasma by using a gas that becomes plasma and generate a plasma active gas containing an active species of the gas. The cooling means 12 is provided so that the generated plasma active gas can be cooled. The dissolution injection means 13 is provided so as to dissolve the plasma active gas cooled by the cooling means 12 in a liquid to generate a dissolution liquid containing an active species, and inject the dissolution liquid.
