Dry mixtures and liquid formulations comprising nanocrystalline particles of metal oxide and / or metal hydroxide are provided. The dry mixture is advantageously prepared with a selected surfactant so that it is readily solubilized and stable in the liquid carrier. Further selected components are provided in a preferred combination that can achieve improved biocidal and chemical efficacy.
