An apparatus for removing birds using a rotational optical system according to the present invention comprises: a base installed on the ground a rotation shaft combined with the base to be rotated around a shaft in the direction perpendicular to the ground a light emission unit coupled to an upper end of the rotation shaft to emit infrared rays and a control unit for determining whether harmful birds approach an area in which the base is installed by controlling the operations of the rotation shaft and the light emission unit so that infrared rays are emitted to a flat surface parallel to the ground in a radial direction.
